On February 15, 2023, General Director of the state trader JSC “ECU” Vitaly Butenko took part in a joint meeting with the Minister of Energy of Ukraine German Galushchenko and the Ambassador of Turkey to Ukraine Yağmur Ahmet Güldere.
German Galushchenko emphasized Turkey as an important strategic partner for Ukraine and our country’s desire to strengthen and invest in further cooperation between both sides. Especially given the threat of russian military aggression to regional energy security.
“Floating power stations are an opportunity to secure power generation in a particular region, an important element in decentralising the energy system. This is especially important in conditions where Russia continues attacking our energy infrastructure on a daily basis” – noted German Galushchenko.
The Ukrainian and Turkish sides agreed to continue negotiations on this issue, paying special attention to the safety of the floating power stations and their locations.

“We are grateful to Turkey for its support of Ukraine at a time when russian aggression against our country has forced us into securing the reliability of our energy system, protecting our capacity for power generation and solving the country’s large electricity deficit.
The Turkish company Karpowership is actively helping us to develop and establish the flexible technology of floating power stations to secure Ukraine’s urgent energy needs. Together we are progressing quickly.
At the moment we are at the stage of finding solutions to guarantee the security of the floating power stations and the technical personnel onboarded for this project. The different formats such decisions could take were the subject of discussion at today’s meeting of Ukraine’s Energy Minister and the Turkish Ambassador to Ukraine, with JSC “ECU”’s participation.”
Previously the state energy trader JSC “ECU” signed a memorandum of understanding and cooperation with the Turkish company Karpowership regarding energy delivery and the use of floating power stations to tackle the energy deficit in Ukraine.
